What is the RSC (RMG Sustainability Council)?

The RMG Sustainability Council (RSC) is a national industry body in Bangladesh that took over the factory safety work of the Accord on Fire and Building Safety in 2020. It brings together global apparel brands, Bangladeshi manufacturers and trade unions. RSC-covered factories are inspected against the RSC Technical Guidelines, and any problems found are listed in a Corrective Action Plan (CAP) that the factory must fix and verify.

Besides inspections, the RSC runs a Safety & Health Training programme for factory safety committees and an independent complaints mechanism through which workers can raise safety concerns.

What the RSC Technical Guidelines Cover

The guidelines translate building codes and international standards into clear, inspectable requirements for garment and textile factories. They draw on the Bangladesh National Building Code (BNBC) and internationally recognised fire and electrical standards. They are organised around four safety areas:

1. Fire & Life Safety

  • Means of egress: enough exit stairs, protected and enclosed stairwells, correct exit widths, no locked or blocked exits, and exit signs and emergency lighting.
  • Fire separation: fire-rated doors and walls between floors, stairs, storage and hazardous areas such as generator and boiler rooms.
  • Fire detection and alarm: an automatic fire alarm system covering the whole building, with manual call points.
  • Fire suppression: sprinkler systems and standpipes or hose systems where the building size and use require them, plus fire extinguishers.
  • Housekeeping: safe storage of fabric, chemicals and finished goods away from exits and ignition sources.

2. Electrical Safety

  • Safe design and installation of wiring, cables and distribution panels, with correctly rated breakers.
  • Earthing (grounding) of equipment and panels, and a lightning protection system for the building.
  • Removing overloaded circuits, loose connections and exposed live parts.
  • Regular inspection and thermographic scanning of panels to find hot spots before they cause fires.

3. Structural Safety

  • Assessment of the building's structural design and as-built condition by qualified engineers.
  • Checks for cracks, overloading, unauthorised extra floors and heavy machinery or storage on floors not designed for it.
  • Load plans showing permitted floor loads, and retrofitting or strengthening where the building is not safe.

4. Boiler Safety

  • Valid boiler registration and certification under Bangladesh boiler rules.
  • Working safety valves, pressure gauges and water-level controls, tested regularly.
  • Boilers located in a fire-separated boiler room away from production floors, operated by trained, certified operators.

How to Prepare for an RSC Inspection

  1. Get the latest guidelines and compare your building against each section: fire, electrical, structural and boiler.
  2. Collect documents: approved drawings, structural reports, electrical single-line diagrams, boiler certificates and fire system test records.
  3. Walk the building with your safety committee using a checklist; fix blocked exits, missing signs and housekeeping issues first.
  4. Engage qualified engineers for design-level gaps such as fire separation, sprinklers, structural strengthening or electrical upgrades.
  5. Track your CAP: record every finding, the action taken, photos and the date fixed, so verification visits go smoothly.
  6. Train workers in evacuation and run regular fire drills.

Frequently Asked Questions

What are the RSC Technical Guidelines?

They are the technical safety standards used by the RMG Sustainability Council (RSC) to inspect and remediate garment factories in Bangladesh. They cover fire and life safety, electrical safety, structural safety and boiler safety.

Is the RSC Technical Guidelines PDF free to download?

Yes. You can read and download the RSC Technical Guidelines PDF free from this page. For the latest official version, always check the RSC website as well.

What is the difference between Accord and RSC?

The RSC took over the Bangladesh operations of the Accord on Fire and Building Safety in 2020. It continues factory inspections, remediation follow-up, safety training and the worker complaints mechanism under a national, tripartite body of brands, manufacturers and trade unions.

Who should use the RSC Technical Guidelines?

Factory owners, compliance managers, safety officers, electrical and civil engineers, fire safety consultants and anyone preparing a garment factory for RSC inspection or Corrective Action Plan (CAP) closure.

Which areas do RSC inspections cover?

RSC inspections cover four areas: fire and life safety (exits, alarms, fire separation, sprinklers), electrical safety (wiring, panels, earthing, lightning protection), structural safety (building design, loads, cracks) and boiler safety.

Is there a Bangla version of the RSC guidelines?

This page includes a Bangla summary of the guidelines. Check the RSC website for official Bangla translations of individual documents.
